Response to Public Concerns after the Coordination Meeting on EIA Issues of Yonghe Production Base Project of Guangzhou Keruite Pharmaceutical Co., Ltd.

During the EIA publicity of the Yonghe production base project of Guangzhou Keruite Pharmaceutical Co., Ltd., the relevant departments received feedback from some surrounding residents on the EIA issues of the project. In order to better explain the environmental impact of the project to the surrounding people and eliminate the doubts of the surrounding people about the pollution impact of the project, on July 12, 2019, under the organization of the Yonghe Sub-district Office of Huangpu District, various functional departments and construction units, environmental assessment units, Residents around the project jointly participated in the "Coordination Meeting on Environmental Assessment Issues for the Yonghe Production Base Project of Guangzhou Keruite Pharmaceutical Co., Ltd.

In order to better explain the environmental impact of the project to the surrounding people and eliminate the doubts of the surrounding people about the pollution impact of the project, on July 12, 2019, under the organization of the Yonghe Sub-district Office of Huangpu District, various functional departments and construction units, environmental assessment units, Residents around the project jointly participated in the "Coordination Meeting on Environmental Assessment Issues for the Yonghe Production Base Project of Guangzhou Keruite Biotechnology Co., Ltd". At the meeting, the relevant personnel answered the questions raised by the residents attending the meeting, and the main issues, opinions and suggestions concerned by the residents are as follows:
1. There are many residential areas around the project. Why does the project choose to settle in this location and whether it conforms to relevant regulations.
Answer: According to the "Guangzhou Science City, Yonghe, East District Regulatory Detailed Planning Revision", the project site is a second-class industrial land, the project land meets the planning requirements, and the surrounding planning of the project is mainly industrial zones. The project site is surrounded by factories and is more than 1km away from the nearest residential area.
2. In terms of soil environmental assessment, Keruite environmental assessment report only monitored one soil monitoring point on the construction land, which does not match the requirement in the Ministry of Environmental Protection's announcement (No. 72 of 2017) that the construction land area should be greater than 5,000m2 and the number of soil sampling points should be no less than 6. The soil environmental investigation and assessment work failed to meet the requirements.
Answer: According to the announcement on the issuance of the "Technical Guidelines for Soil Environmental Investigation and Assessment of Construction Land" (formerly Ministry of Environmental Protection Announcement No. 72 of 2017), "This guide is applicable to the" Measures for Soil Environmental Management of Contaminated Plots (Trial) "(Ministry of Environmental Protection Order No. 42) The preliminary investigation of the soil environment, detailed investigation and risk assessment of the soil environment of the contaminated plot." According to the "Measures for the Management of Soil Environment in Contaminated Plots (Trial)" (Former Ministry of Environmental Protection Order No. 42), the definition of suspected contaminated plots is "The suspected contaminated plots mentioned in these Measures refer to non-ferrous metal smelting and petroleum processing., Chemical, coking, electroplating, tanning and other industries production and operation activities, as well as land engaged in hazardous waste storage, utilization and disposal activities." This project is a newly-built project, and the site was originally unused land and does not belong to suspected contaminated land, so the distribution requirements of 2017 No. 72 are not applicable.
The site of the Project is relatively small, and the land used to be unused, so there is no risk of soil pollution, so a sampling point is set up within the site; the main impact of the Project is the impact of atmospheric pollutants, so a sampling point is set up at the upper and lower wind directions of the site close to the sensitive point, so as to evaluate the current soil condition of the project site.
3. The environmental impact assessment report of Keruite described the investigation of regional pollution sources as "no pollution from projects under construction or planned projects with approved environmental impact assessment documents that emit relevant pollutants within the assessment scope", and did not take into account the emission issues of surrounding factories.
Answer: According to the recommendations, pollution sources such as the construction of related pollutants within the scope of the atmospheric environmental impact assessment and the proposed projects that have approved the environmental impact assessment documents have been supplemented. The projects under construction and proposed construction refer to the surrounding uncompleted projects that emit the same type of pollutants as the project, and the pollution impact of existing factories has been reflected in the current environmental quality data. According to the requirements of Technical Guidelines for Environmental Impact Assessment-Atmospheric Environment (HJ2.2-2018), the environmental impact of the project after the pollution sources of the project are superimposed with the pollution sources of the proposed project under construction that discharge relevant pollutants within the scope of assessment and have approved the environmental impact assessment documents meets the relevant requirements.
4. Yonghe area belongs to the key emission reduction area of air pollutant stock. After the completion of Keruite, the exhaust emission will further cause the cumulative effect of air pollutants in Yonghe area. Whether the new construction projects meet the control requirements of the key emission reduction area of air pollutant stock.
Answer: The area where the project is located belongs to Yonghe District, which is a part of Guangzhou Economic and Technological Development Zone and belongs to Huangpu District in administrative division. According to "Attached Table 6: Overlapping Relationship between 95 Industrial Agglomeration Areas and Environmental Control Areas in Guangzhou" in Guangzhou Urban Environmental Master Plan (2014-2030), the Guangzhou Economic and Technological Development Zone where the Project is located does not belong to the key emission reduction area of air pollutant stock and the strict control area of air pollutant increment, and there is no key emission reduction area of air pollutant stock and the strict control area of air pollutant increment within the administrative area of Huangpu District.
According to the industrial upgrading plan of Yonghe area, Yonghe area is gradually transferring industries with low per capita economic value contribution rate, such as heavy pollution and labor-intensive, and introducing enterprises with high added value, high growth and low pollution. Enterprises in the area are gradually carrying out the comprehensive rectification work of "one enterprise, one plan. This project is a biopharmaceutical enterprise, which is a capital, technology-intensive and high value-added enterprise. The pollutants are discharged up to the standard after effective treatment, which is in line with the direction of industrial upgrading in Yonghe area.
5. The rationality of public investigation and the authenticity and credibility of EIA report.
Answer: The public participation in the EIA of the project is implemented in accordance with the the People's Republic of China Environmental Impact Assessment Law, the Interim Measures for Public Participation in Environmental Impact Assessment (Huanfa [2006] No. 28), and the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment). For the problem of insufficient survey coverage raised by the public during the survey, a coordination meeting on EIA was additionally held with the participation of representatives of community owners, the construction unit also answered and explained the doubts and worries of the owner's representative. According to the requirements of national laws and regulations, the EIA report is compiled by qualified EIA units. It has been reviewed and demonstrated by three expert review meetings organized by Guangzhou Environmental Technology Center, and has been revised and improved many times according to the opinions of experts.
6. Whether sewage, waste gas and solid waste can be discharged in compliance.
Answer: The sewage of this project is discharged into the municipal sewage pipe network after being treated. The sewage treatment facilities are designed and constructed according to the standards that can be directly discharged, which can ensure that after being put into operation, the sewage treatment reaches the legal standards before being discharged into the municipal sewage pipe network. The exhaust gas treatment facilities are designed and constructed by selecting the most stringent requirements in local standards, industry standards and national standards, which can ensure that the exhaust gas treatment meets the standards after it is put into operation. The solid waste generated after the operation of this project will be contracted and handed over to enterprises with environmental protection treatment qualifications recognized by the state for treatment. At present, the state has formulated more stringent laws and regulations on the prevention and control of water pollution, air pollution and soil pollution, and strengthened the punishment and punishment. If enterprises can not operate in compliance, it is impossible to survive and develop in the long run.
7, the nearby chemical plant has a pungent smell, the project will not be the same.
Answer: As a capital-intensive high-tech enterprise, Keruite products have high added value, so the production base is small in scale, covering an area of only more than ten acres. The products are mainly produced by preparations, and the use of chemicals is small, which has little impact on the environment. In the design of the production process, the international advanced manufacturing technology is selected, which is in line with the trend of clean production and green manufacturing. The production equipment and plant adopt the "fully enclosed micro negative pressure" technology; the sewage treatment facilities adopt the buried sealed treatment, which can effectively prevent the leakage of exhaust gas and ensure that the exhaust gas is fully collected and entered the treatment facilities. The waste gas treatment facilities use targeted technology to ensure that the treatment meets the national standards and does not produce odors that affect residential areas.
8. Will the anti-tumor drugs produced by Keruite be toxic.
Answer: The anti-tumor drugs mainly produced by Keruite are currently the most advanced targeted therapy drugs in the world. They can specifically act on tumor tissues and have no effect on normal cells of the human body.
